A MODEL OF STRATEGIC LEADERSHIP DEVELOPMENT IN SMALL PRIMARY SCHOOLS ADMINISTRATOR UNDER THE OFFICE OF THE BASIC EDUCATION COMMISSION EDUCATIONAL INSPECTION REGION ELEVEN

Abstract

The purposes of this research were to: 1) examine the appropriate components of strategic leadership of administrators at small primary schools under the Office of the Basic Education Commission (OBEC) in the Educational Inspection Region 11; 2) construct and develop  a model for developing administrators’ strategic leadership for small primary schools administrators at small primary schools; and 3) investigate an appropriateness of a developed model for developing administrators’ strategic leadership at small primary schools. The samples for a survey study concerning school administrators’ strategic leadership were 242 school administrators from small primary schools under the OBEC in the Educational Inspection Region 11 in the academic year 2012.  During the experimental period, the samples involved 20 administrators from small primary schools under the OBEC in the Educational Inspection Region 11. The tools for this research involved using a form of interview, and a questionnaire form for the first phase, a model assessment for the second phase, and a self-evaluation form for the third phrase. The quantitative analysis was done through computer software program, whereas qualitative data were analyzed using content analysis.


The findings were as follows:


  1. The components of strategic leadership for small primary schools administrators at small primary schools under the OBEC in the Educational Inspection Region 11, consisted of two key components with six sub-components and 65 indicators as follows: 1) Strategic Operation comprising three sub-components with 52 indicators, namely (1) Strategic Planning, (2) Strategic Implementation, and (3) Strategic Control; 2) Organizational Culture comprising three sub-components with 13 indicators, namely (1) Beliefs, (2) Values, and (3) Norms.

  2. The model for developing strategic leadership of administrators at small primary schools under the OBEC in the Educational Inspection Region 11 consisted of: principles, objectives, contents, development processes, and measurement and evaluation.

  3. The efficiency index of a model of strategic leadership development in a small primary schools at administrators under the office of the basic education commission educational inspection region eleven revealed that after the model implementation, the mean scores of a  model of strategic leadership development were higher than that of the pre-intervention stage at the .01 level of significance . Considering the results, it could be concluded that the development a model was efficient for strategic leadership development in a smalls primary school at administrators under the office of the basic education commission educational inspection region eleven.
