การกำหนดนโยบายการจัดการเงินโรงเรียนของกรุงเทพมหานคร ตามแนวคิดความเป็นธรรม ทางการศึกษาและสังคม

Abstract

The purposes of this research are (1) to develop a conceptual framework suitable for the formulation of the school financing policy for Bangkok Metropolitan Administration (BMA)’s schools according to the concept of educational equity and social justice; (2) to explore the current and desired formulation of school financing policy for BMA’s school according to the concept of educational equity and social justice. The research was conducted in 2 parts: (1) studying of the conceptual framework of school financing policy development according to the concepts of educational equity and social justice, and (2) exploring the current and desired formulation of school financing policy for BMA’s school by conducting questionnaires with principals, teachers and parents in the 205 sampled schools of the total 437 BMA schools.

The research findings show that the conceptual framework suitable for the formulation of the school financing policy for BMA schools according to the concept of educational equity and social justice consists of: (1) the concept of policy formulation, (2) the concept of school financing, (3) the concept of educational equity, and (4) the concept of social justice.  Moreover, it was also found out that (1) the desirable school financing policy should be formulated from the contested discourses and the values relevant to educational equity and social justice, and this has to conform with the National Education Act, B.E. 2542,  (2) the financing of the money from state to schools should consider the different desires of each school and student, (3) the state has to consider the capabilities and willingness of non-state parties involved in the educational financial support, and (4) the state should delegate power for schools to make their own spending decisions as much as possible because the spending will therefore correspond most to its needs.
