แนวปฏิบัติที่เหมาะสมในการบริหารสถานศึกษาเพื่อเตรียมความพร้อมสู่ประชาคมอาเซียน

บทคัดย่อ

การวิจัยนี้ใช้ระเบียบวิธีวิจัยเชิงพรรณนามีวัตถุประสงค์ของการวิจัยเพื่อทราบ 1) แนวปฏิบัติที่เหมาะสมในการบริหารสถานศึกษาเพื่อเตรียมความพร้อมสู่ประชาคมอาเซียนของโรงเรียนเทศบาล 5 วัดพระปฐมเจดีย์ และ 2) เพื่อทราบข้อเสนอแนะเกี่ยวกับแนวปฏิบัติที่เหมาะสมในการบริหารสถานศึกษาเพื่อเตรียมความพร้อมสู่ประชาคมอาเซียนของโรงเรียนเทศบาล 5 วัดพระปฐมเจดีย์ ขั้นตอนการดำเนินการวิจัยมี 3 ขั้นตอน คือ ขั้นตอนที่ 1 การจัดเตรียมโครงการวิจัย ศึกษาปัญหานิยามปัญหา ประกอบกับการศึกษาค้นคว้าหาข้อมูลจากเอกสาร ตำรา รวมถึงงานวิจัยที่เกี่ยวข้อง มาจัดทำโครงร่างงานวิจัย ขั้นตอนที่ 2 การสร้างเครื่องมือสำหรับเก็บรวบรวมข้อมูล ทดลองและปรับปรุงข้อบกพร่องของเครื่องมือ นำเครื่องมือที่สร้างขึ้นไปตรวจคุณภาพโดยวิธีหาค่าความเชื่อมั่นและไปเก็บข้อมูลจากประชากร นำข้อมูลที่เก็บรวบรวมมาตรวจสอบความถูกต้องวิเคราะห์ข้อมูลทางสถิติ และแปลผลการวิเคราะห์ข้อมูล และขั้นตอนที่ 3 การรายงานผลการวิจัย เป็นขั้นตอนการรายงานการวิจัยและจัดทำรายงานการวิจัยฉบับสมบูรณ์เพื่อเผยแพร่ต่อไป ประชากรของการวิจัยคือครูโรงเรียนเทศบาล 5 วัดพระปฐมเจดีย์สังกัดสำนักการศึกษา เทศบาลนครนครปฐม จำนวน 58 คน สถิติวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ (frequency) ค่าร้อยละ (percentage) ค่าเฉลี่ย () ส่วนเบี่ยงเบนมาตรฐาน () และการวิเคราะห์เนื้อหา (content analysis)

ผลการวิจัยพบว่า

1. แนวปฏิบัติที่เหมาะสมในการบริหารสถานศึกษาเพื่อเตรียมความพร้อมสู่ประชาคมอาเซียนของโรงเรียนเทศบาล 5 วัดพระปฐมเจดีย์ มีรายละเอียดดังต่อไปนี้

     1) ด้านการบริหารวิชาการ ประกอบด้วย การส่งเสริมให้จัดกิจกรรมการที่ใช้ภาษาอังกฤษ การเรียนการสอนส่งเสริมทักษะด้านการคิด การจัดทำหลักสูตรอาเซียนศึกษาทั้งในระดับประถมศึกษาและมัธยมศึกษา การพัฒนาสื่อนวัตกรรมและอุปกรณ์เกี่ยวกับอาเซียนและการกำหนดแนวปฏิบัติการอนุรักษ์วัฒนธรรม ภูมิปัญญาและภาษาไทยให้มีความเข้มแข็ง

     2) ด้านการบริหารงานงบประมาณ ประกอบด้วย การสนับสนุนงบประมาณและทรัพยากรในการดำเนินงานอย่างเพียงพอ และการนำทรัพยากรที่มีใช้ให้เกิดประโยชน์สูงสุดในการก้าวสู่ประชาคมอาเซียน

     3) ด้านการบริหารงานบุคลากร ประกอบด้วย การสร้างแรงจูงใจแก่บุคลากรในโรงเรียน การส่งเสริมการใช้ภาษาอังกฤษในการสื่อสาร การวางแผนพัฒนาครูและบุคลากรในสถานศึกษา และการส่งเสริมการศึกษาดูงานในกลุ่มประชาคมอาเซียน

     4) ด้านการบริหารงานบริหารทั่วไป ประกอบด้วย การปลูกฝังให้นักเรียนตระหนักถึงความสำคัญของการเข้าสู่ประชาคมอาเซียน การจัดตั้งและพัฒนาแหล่งเรียนรู้อาเซียนในสถานศึกษา และการนำเทคโนโลยีมาใช้ในการจัดการศึกษาและการเรียนการสอน

2. ข้อเสนอแนะเกี่ยวกับแนวปฏิบัติที่เหมาะสมในการบริหารสถานศึกษาเพื่อเตรียมความพร้อมสู่ประชาคมอาเซียน พบว่า สถานศึกษาควรส่งเสริมให้จัดกิจกรรมเกี่ยวกับการใช้ภาษาอังกฤษ สนับสนุนงบประมาณและทรัพยากรในการดำเนินงานอย่างเพียงพอ จัดกิจกรรมสร้างแรงจูงใจแก่บุคลากรในสถานศึกษาและปลูกฝังให้นักเรียนตระหนักถึงความสำคัญขอการเตรียมความพร้อมสู่ประชาคมอาเซียน

THE APPROPRIATE PRACTICES OF SCHOOL ADMINISTRATION PREPARING FOR ASEAN COMMUNITY

The purposes of this descriptive research were to determine 1) The appropriate practices of school administration preparing for ASEAN Community of Tessaban 5 Watphrapathomchedi municipality School. 2) Recommendations on the appropriate practices of school administration preparing for ASEAN Community of Tessaban 5 Watphrapathomchedi municipality School . The research comprised 3 procedures as follow: firstly, to prepare a research project from documents study. Secondly, to create the instrument for data collection, improve from advice of the experts, and try out with the sample to determine the reliability of questionnaire. To collect data from population, check an accuracy of the questionnaires, analyze and interpret the data. And finally, a research reporting is a process of complete research report for publish. The population of this research was 58 teachers of Tessaban 5 Watphrapathomchedi municipality School, under the Department of Education Municipality, Nakhon Pathom. The statistics for analyzing the data were frequencies, percentage, mean, standard deviation and content analysis.

The research findings were as follows :

1. The appropriate practices of school administration preparing for ASEAN Community of Tessaban 5 Watphrapathomchedi municipality School as follows:

     1) The academic administration includes promoting the English language activities, teaching for support the critical thinking skill, preparing the ASEAN curriculum in elementary and secondary education, develop media and innovation about ASEAN teaching , and the guideline for preserve culture local wisdom and Thai language.

     2) The budget administration includes supporting adequate resources for operation, and The use of existing resources to maximize the benefit to the ASEAN Community.

     3) The personnel administration includes enhancing motivation of staff, promoting English communication,the planning for staff development and promote the excursions in ASEAN country.

     4) The general administration includes inculcate the students realize the importance of the ASEAN community, establishment of the ASEAN learning center in school and teaching and the usability of technology for administrative development.

2. Recommendations on the appropriate practices of school administration preparing for ASEAN Community of Tessaban 5 Watphrapathomchedi municipality School including, supporting English activity, Support adequately resources for operation, the activity motivate the teachers and guide the students to recognize the importance of preparation for the ASEAN community.
