The research was divided into three phases. In phase one, the study focused on analyzing the factors that affect job performance efficiency. Phase two was the development of the design of the model for improving job performance efficiency of election commissioners. Phase three involved testing the model and evaluating the improvement of the job performance efficiency of election commissioners. The testing was evaluated by comparing the results from before and after the model was tested. Wilcox on Signed Rank Test was used for the hypothesis testing at .05 level of statistical significance.

Results of the research were as follows:

1. The research findings revealed that the overall index of coefficient influence of participation, work condition, recognition of roles and team work skill was .27, .22, .14 and .09 respectively.

2. The study showed that the model for improving the efficiency in job performance of the election commissioners consisted of 13 activities: 1) brainstorming activities, 2) collaborative works, 3) attention-getting, 4) coding activities, 5) self analysis, 6) roles and functions, 7) role plays, 8) team learning activities, 10) team work activities, 11) personnel development, 12) teamwork and activities, and 13) practical experience activities.

3. The findings indicated that the overall efficiency in job performance of the election commissioners after implementing the model improved more than that of before implementing the model at the .05 level of the statistical significance.
