This article aims to study building process of new cultural meaning through ritual and belief dynamics in Chi Buri Tributary Communities, Chai Buri subdistric, Tha Uthen, Nakhon Phanom. The study shows that Ritual and belief dynamics, people’s moves, and evolutions and
community’s modifications are related to the local’s and the nation’s significance incidents, central government and local policies that affected community. Facing changes, people living in community have to adapt, withstand, negotiate, and compete the meaning and the existence by
reproducing new cultural meaning through various cultural operations under terms of reluctance and changing of power relations. Using ritual area to scramble resources from community and negotiating with government policies that interfere community in developing community to be tourist attraction make people lack resources in public area. Keywords: Ritual and belief dynamics, Process of New Cultural Meaning
