กระบวนการสร้างการมีส่วนร่วมในการจัดทาแผนปฏิบัติการ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อสร้างการมีส่วนร่วมของบุคลากรในคณะทางานวิชาการและแผนงานในการจัดทาแผนปฏิบัติการของรัฐวิสาหกิจด้านพลังงานแห่งหนึ่ง และศึกษาแนวทางในการนาการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมมาสร้างกระบวนการมีส่วนร่วมของบุคลกร ผู้วิจัยเลือกใช้การประชุมกลุ่มเป็นเครื่องมือให้การจัดกิจกรรมเพื่อปฏิบัติการแทรกแซงจานวน 2 ครั้ง กับคณะทางานวิชาการและแผนงานจานวน 8 คนที่มีหน้าที่ในการจัดทาแผนปฏิบัติการ การวิจัยนี้เก็บรวบรวมข้อมูลโดยการสังเกตแบบมีส่วนร่วม การตอบแบบสอบถาม และการสัมภาษณ์เพิ่มเติม ผลการวิจัยพบว่าปัจจัยที่มีผลต่อการสร้างการมีส่วนร่วมในการจัดทาแผนปฏิบัติการประกอบด้วย ความเข้าใจในการจัดทาแผนปฏิบัติการของทีมงาน การมีพื้นที่ให้แสดงความคิดเห็น การได้รับการสนับสนุนจากผู้บังคับบัญชา และความรู้สึกรับผิดชอบต่องาน

Participation Process in Creating an Action Plan.

The objectives of this research were to encourage participation in creating an action plan among employees in a strategy and planning team in a state-own enterprise, in an energy business, and to study an implementation process of the Participatory Action Research in creating an employee’s participation. The researchers conducted 2 time of meeting as a research intervention with 8 staffs who were responsible for creating an action plan and worked in a strategy and planning team. Data were collected via a participatory observation, answers from a questionnaire, and an interview. Results revealed factors that influencing the process of encouraging participation in the organization were team understanding levels in developing an action plan, sharing space in an organization. a managerial support and responsibility toward work.
