Sustainable Development and ASEAN Economic Community The Case of Air Transport

Abstract
The liberalization of air transport under the ASEAN Economic Community lead to the rapid growth of aviation industry and make international travel throughout the region more convenient. While the policy provides economic and social advantages, it will inevitably produce negative environmental effects due to an increase of aircraft engine emissions. However, the research found that the ASEAN Multilateral Agreement on the Full Liberalization of Air Service does not have any regulations or measures concerning environmental protection. This shows that such ASEAN Agreement is not consistent with sustainable development which reflects a proper balance between the economic, social and environmental dimensions. Accordingly, this essay suggests that the ASEAN should study and critically analyze International Civil Aviation Organization (ICAO) standards and policies related to environmental protection in order to develop ASEAN regulations or policies in the addressed matter.
