Liquidation of Thai State Enterprises: A Case Study of the Express Transportation Organization of Thailand, the Battery Organization, and the Tanning Orga

Abstract

Abstract

          This research aimed to study the nature or state of problems and causes which leaded to the liquidation of State Enterprises. The research was a case study approach and emphasized on the process approach operating in the initial state prior to the liquidation, in the process of liquidation and the post-liquidation of State Enterprise. The research was inclusive of problems, impacts due to the liquidation of State Enterprises as well as the solution and the reduction of impacts from the liquidation of State Enterprises in form of the change management. The data were collected through interview from the policy makers, employee, customers and scholars.

          The research revealed that the nature or state of problems and causes which leaded to the liquidation of State Enterprises focusing on the Express Transportation Organization of Thailand, the Battery Organization of Thailand and the Tanning Organization were concluded with 2 issues: 1. Internal management of the organization was obstructed with limitation from the objective of the establishment of the organization, the ineffective administration of the executives, losing in business of the organizations, illiquidity and structural problem and 2.The potential to engage with the external changes was obstructed with the incapability of the organization to compete with private sectors, the limitation of technology, overshadowed by the state and the economic crisis in 1997 in which caused the losing in business in the organizations. For the studying of process approach operating in the initial state prior to the liquidation, in the process of liquidation and the post-liquidation of State Enterprise focusing on the Express Transportation Organization of Thailand, the Battery Organization of Thailand and the Tanning Organization indicated that there was a proposal on the options and mutual decision-making process within the organizations in which already proposed for a consideration from the Council of Ministers in which those organization belonged to prior to the liquidation. The research also revealed that the process of the liquidation was conformed to cabinet resolution which authorized the Ministry of Finance to precede the liquidation process. Also, the research indicated that there were improvements on some parts of the organization structure, compensation and the employment after the liquidation which was under the responsibility of Ministries in which those organizations belonged to. The solution and the reduction of impact from the liquidation of State Enterprises in form of the change management, the social impact caused more unemployment problem. For the economic sphere caused a capability for marketing competition. For the political sphere caused a reduction of sanction policy. Finally, for the solution, the government should take a consideration before execute the liquidation of the State Enterprise in order to reduce the impacts
