บทคัดย่อ

The research in action research conducted to investigate the use of public policy to develop the implementation model for reducing and quitting Alcohol consumptionModelin Thai traditional festivals in That Noi Sub-district, Khueang Nai District, Ubon Ratchathani Province, by applying the participatory healthy public policy. The participants included leaders of public sector, politics, and academic sections, 42 persons in total. The research was conducted in Thatnoi Sub-district, Khueang Nai District, Ubon Ratchathani Province, lasting from January 2014 to June 2014. Data were analyzed using statistic tools of frequency distribution, percentage, average, and standard deviation.

The research revealed that the process of developing the participatory healthy public policy by Area-specific Health Assembly, particularly in term of reducing and quitting alcohol in Thai traditional festivals consisted of 7 steps: 1) define the mutual intent by the community, 2) establish a commission with specific responsibilities, 3) create rules and regulations of the community both collaborative and mandatory, 4) announce officially to the public, 5) raise fund to establish the Reducing and Quitting Alcohol Fund, 6) implement the project plan, and 7) make a conclusion. Such a process is the mechanism that contributes to difference in participation of all sectors in the community at an intermediate level (x̄=2.30), and at high level (x̄=2.58) with statistical significance of p<0.001, resulting in a concrete public policy.

In conclusion, the key factor to success was having the dedicated community leaders and the appropriate strategy to make the issue systematically recognized, which eventually resulted in real changes in the area.
