A Management Prototype of Tak Special Economic Development Zone

Abstract

ABSTRACT


This qualitative research aimed to study the operation prototype of some Special Economic Development Zones in Thailand that consist of Tak, Songkhla, and Nakhorn Phanom; together with the SEZs overseas that include China, Malaysia and the Philippines. No matter what level of success in each SEZ was discovered, the collected data were then analyzed and examined. Focusing on the highest benefits via a suitable management, a model for Tak SEZ was finally formulated. The data were initially collected via document exploring along with the in-depth interviews with 46 participants and a group discussion of 45 attendants that involved the government authorities, private sectors, community administrators, entrepreneurs, traders and local citizens in the SEZs of Tak, Songkhla and Nakhon Phanom. Regarding the crucial factors that will empower the management of Tak SEZ, the data were reanalyzed by the experts at the discussion. Looking at the SEZs overseas, it was found that China, Malaysia, and the Philippines all apply the management structure that authorizes the government to absolutely control the whole operation process. They launch the plans and stipulate the policies for the SEZ, and it was found that this type of structure provided benefits for only a few business groups. From data analysis with the experts in the area, it was recommended that, concerning successful management for TAK Special Economic Development Zone Authority (TSEZA), the basic management structure should consist of 12 committee members selected from the experts in the central government authorities, local administration units, private sectors and local citizens. The duration of the development plan should be extended throughout a period of 20 years during which sub plans are to be utilized ranging from 2 years, 5 years, 10 years, 15 years and 20 years respectively. Following-ups and assessments are also recommended for the sake of operation improvement and target achievement.
